May 29, 2011- May 29, 2012: ‘CLUELESS’ testimonials of the Jonathan Administration

Information Minister, Labaran Maku, stated in Abuja while unveiling the programme for 2012 National Democracy Day, that the Federal Government would leave no stone unturned to succeed in its set programmes.

He assured Nigerians that President Goodluck Jonathan and security agencies had made tremendous progress on the security situation in the country.

Maku said:  “We promised Nigerians that we would report back what we have done. And so we feel one year on, it is now time to report back to Nigerians.

“We believe every democracy has to report to the people and I wish to tell Nigerians that the administration remains committed to national transformation and will leave no stone unturned to succeed in the programme that we have unveiled to Nigerians.

“The leadership is working very hard to turn the country around and a lot of work has been done by this administration. There are various programmes that ongoing.

“Because of the security situation in the country, the media have diverted from reporting development stories to reporting negative issues and so a lot of Nigerians feel nothing is going on and it is not true.  I want to tell you that a lot of things are going on and the administration is doing a lot of development programmes.”

  12. Maintenance of National Crude Oil Production Above Budget Production Levels
  13. Efforts at increasing the nation’s stock of crude is constantly & effectively receiving major attention under Mrs. Allison-Madueke with the escalation of oil exploration activities in the Inland Sedimentary Basins especially in the Chad Basin.
  14. As part of the effort at growing the capacity of the Nigerian Petroleum Development Company, NPDC, eight producing blocks have been assigned to the company. With special support by the President for NPDC’s operatorship of the blocks, the impact has been tremendous on the NPDC’s growth aspiration with current production now averaging 80,000 barrels per day.

Renewed efforts at ensuring relevant Gas Supply Purchase Agreements are being been executed in order to encourage upstream gas development.   As at the last count-Three Gas Supply & Purchase Agreements (GSPAs) have been signed among buyers, gas suppliers and Aggregator Company (Egbin / Shell / Chevron / PanOcean).
  16. Contracts for the critical pipeline infrastructure for gas supply to Alaoji, Olorunsongo have been awarded with projects’ completion in 2012. Upon completion, this would lead to the availability of additional gas to generate extra 2000MW of electricity.

Nigerian Content Initiative Signed into existence on April 22, 2010 by President Goodluck Jonathan, the Nigerian Content Act is designed to ensure that Nigeria achieves the much desired In-country capacity in the oil and gas industry. This would guarantee that a huge chunk of the estimated $20 billion spent annually by the industry is domiciled in the country for the benefit of Nigerians and indigenous Nigerian Companies and Service Providers.

The Nigerian Content Development Board, NCDMB, which has the Honourable Minister of Petroleum Resources, Mrs. Diezani Allison Madueke as Chairman of the Governing Council, the Board has accomplished the following:

  1. Ensured the escalation of the historic use of made-in-Nigeria pipelines by Exxon Mobil recently at its Edop – Idoho Offshore field ·
  2. Secured the placement of over 100 kilometers of pipelines orders in Nigeria’s only pipe manufacturing company, SCC Abuja
  3. Ensured the increase of in-country fabrication tonnage from 1,000,000 in 2009 to 1,200,000 currently ·
  4. Advanced talks with Jiangsu Yulong of China to establish 250,000 tons per annum LSAW Pipe mill in Nigeria
  5. Initiated the establishment of deep water port in a major upcoming project ·         Developed the Nigerian Oil and Gas Employment and Training Strategy, which has resulted in the absorption of over 5000 engineers, geologists, welders and other skill sets into the industry and formed the basis of a national skill database
  6. Nigerian Content activities have already generated over 30,000 direct and indirect jobs and will surpass 300,000 within the next four years
  7. NCDMB has designed and launched the Nigerian Content Joint Qualification Standards, an electronic platform for the Board’s implementation of the NOGIC Act, especially its capacity Building & Monitoring functions. ·
  8. Established the Nigerian Content Development Fund, to be used for investment in Oil & Gas infrastructure, provide partial guarantee for service providers, manufacturers
  9. NCDMB developed Indigenous Marine Vessel and Offshore Assets Acquisition Strategy to promote utilization of marine vessels and offshore rigs/equipment with genuine Nigerian ownership in all O&G operations to increase the participation of Nigerians, empower communities and maximize Nigerian crew.
  10. Developed Original Equipment and Local Component Manufacturing Strategy to promote utilization of materials of Nigerian origin  in oil and gas industry and ensure the establishment of equipment manufacturing plants that will employ thousands

  1. Regulatory Control and Monitoring

Considerable efforts have been made under the watch of Mrs. Alison-Madueke to ensure effective regulatory compliance in the Nigerian oil & Gas industry in the following areas:

  • Enforcement of flare penalty of $3.50/1000scf to discourage flaring and encourage commercialization of the gas that is being flared. ·
  • The launch of the “Offshore Safety Permit (OSP)” to account for the safety and competencies of personnel who embark on  swamp, offshore and deep offshore duties in line with the expectation of the Nigerian Content Policy.
  • The initiation of this program has brought about the establishment offshore training centre within the Nigeria
  • Completion and implementation of the scheme of the National Production and Monitoring system (MPMS) aimed at ensuring independent real time production monitoring, accurate production accounting and to enhance efficiency in Terminal Operations in the country
  1. The process of passing the PIB into law (considered very long overdue) has witnessed sustained interaction with the National Assembly to ensure passage into law an oil reform legislation that will stand the test of time to the benefit of Nigeria, and give fair Return on Investment. At this rate, and under her able leadership, it can be expected that the bill will come to reality

Nigeria’s Unmasking of Corrupt Practices: The journey so far – Don Ekpo

Recently, we have been observing with interest what has been going on in the two houses of the National Assembly. I won’t be wrong if I say that Nigerians are actually having a justifiable reason of having the legislature as an independent arm of government. Apart from the passing of some bills that have always been what we asked for, e.g the Freedom of Information Bill, we have seen the undying efforts to curb our biggest quagmire: “Corruption”.

It all started with the revelation of what has been going on in the petroleum sector in the clothing of subsidy. We should applaud the Presidency for acting in good faith when it made an attempt to completely remove the subsidy that has been in place for as long as we can remember, the FG did this when it was discovered that only a few were benefiting from this subsidy. Even though the figures were not totally right as was presented due to irregularities, but the steps actually opened the can of worms we would never have known. Would you rather not see the transparency in this administration?

Though the call off on subsidy was taken in bad faith by the masses, I  am sure the House committee on Petroleum subsidy management has proven otherwise. Today, we can all accept that without that expression of dissatisfaction in funds spent on subsidy by this government by way of removing the subsidy, most of us could not have accepted for sure that the subsidy funding was actually for the rich.

In essence, I would love to say that this administration is not out to inflict pains on the masses, but  is actually there to gradually take away the injustice metted on the masses by a few by way of corruption.

For some days now, we can attest to the efforts of the Senate committee on Pensionfund management to erase the perpetual corruption going on in the different Pension Boards as that of the Police and Head of Service is ongoing.

How else did we expect to fight corruption and send a message if not by a step by step targeting of those areas that has the biggest windows for these corruption? With time, we will have a manageable corrupt free establishments.

You may want to know the next steps after this exercise, I can assure you that the mere exposure and identification of criminals has sent a message to the others, we know by now that a problem identified is half solved. And if you have been following, remember that the EFCC chairman usually stands as a witness to this crime in the committee thereby also solving half of the commission’s investigations process. Also remember that civil societies are always present and will stand as a reminder for the law enforcement agencies. I want us to know that most of these identified criminals have already been served an invitation to the EFCC and ICPC. The news will be different now.

While some of us are expecting the FG to collectively end corruption automatically in Nigeria, let us remember that fighting these corruption will not be automatic but gradually. Also note that corruption had been institutionalized in Nigeria for decades before now, and the decay is embedded in us and the society.

Let the fight of corruption not just be focused on government, but on us. For the leaders we have today are a product of the masses. If we sincerely have a corrupt free masses, then we are bound to have a corrupt free leadership as we progress.

For now, let us commend the transparency efforts of this administration to truly allow our National Assembly to be as autonomous as permitted by the constitution. We cannot say we did not have the NASS in the recent past administrations, but we never had them these free to truly represent the interest of the masses as they are doing now.

With this administration, not only the fear of EFCC or ICPC, but that of the National Assembly is the beginning of wisdom in serving our nation.
